Bellwether County has an awkward problem: its sheriffs office keeps solving murders after civilians with extremely specific knowledge notice extremely important things. Sheriff Lotte Carmichael insists this does not constitute a system, a club, or anything remotely resembling a task force. Then a state review team arrives to examine the countys suspiciously good clearance rate and its even more suspicious civilian information pathways.
Before Lotte can finish explaining the difference between useful context and uncontrolled involvement, state reviewer Helena Saye is murdered inside the Public Safety Annex evidence review room. Beside her body lies a dossier labeled MURDER ADJACENT, built around seven previous cases and apparently designed to prove exactly what Lotte has spent years denying.
But Detective Eli Rook notices something more dangerous than the accusation. The dossier gets the cases right and the reasons wrong. Whoever wrote it knew the reports, the outcomes, and the official language, but never understood why the crucial observations mattered. And when the trail begins leading into old evidence transfers and beautifully harmless administrative language, Lotte discovers Bellwethers most dangerous hiding place may be the paperwork everyone stopped reading.
