This book explores National Human Rights Action Plans (NHPAP) from theoretical, doctrinal, empirical, and practical perspectives. At the theoretical level, it explores questions such as what is or ought to be the conceptual foundation behind these plans and what are the substantive andprocedural theories of NHRAPs, while at the doctrinal level, the volumes considers if states are obliged, under international human rights law, to adopt such plans.
