But it is not time to attempt this, and it would require more than one mind to do it in the best way. What is here said is submitted, not as a system, but as suggestions in aid of a system. The first step is to concentrate public opinion upon the urgent necessity of reform, and then to agree upon the direction in which it may be practicable. Whether a philosopher, put under bonds to construct an unassailable Utopia, would adopt our theory of government, is a question which in this present year of grace we shall do well to put aside.
